Passenger plates are now in use with blue characters once again.

Charles Robinson reported that his local license office was instructed to pack up remaining blue number stock to be returned in preparation for the release of the red number stock on April 16, 2007, so it is likely that a number of combinations manufactured in the V and W series in blue stock were never issued. Charles also reported that as of October 2008, vanities are now flat, as are some special types. As of November 2008, all vanities and special types are now being made flat.

The DMV is scrapping flat plates and returning to embossed when its supply of aluminum for the flat plates runs out in May 2009. Drivers complained about the quality of the flats, and law enforcement officers said they had trouble distinguishing them from novelty plates sold in stores.

Upon reaching the end of the ZZZ Passenger series, the series reverted to AAA. The original run of 7 character plates always started at N in the center position and ran through Z, so the new issues will have the unused A through M combinations in the center position.

The official release date for the red character plates was April 16, 2007, but some were issued early. WTF-1973 is the blue high. WTF-1995 is the red low.

OBX has been issued in Dare County, but it is a special issue since N.C. does not use O and begins the second alpha at N in each series. In a departure from normal issues, OBX-1 through OBX-9999 was issued from Dec. 1999 through July 25, 2000. An additional block of plates numbered from OBX-01 through OBX-0999 was made available on Aug. 14, 2000. There is an annual fee of $20 for OBX plates. For those who may be unfamiliar with North Carolina, OBX is a trendy designation associated with the Outer Banks region on the coast. OBX-9401 reported by Reid Williamson. It appears that the OBX series has been extended. OBX47500 reported on 2011-12-23.

Another special issue is the GTP series that designates the North Carolina Global TransPark, which is an economic development area in eastern NC near Kinston. The high is GTP99822 from Ken Reager on 2008-06-10.

The GC suffix is used for another special issue that designates the Guilford Battleground Company, a non-profit that supports the Guilford Battleground National Military Park in Greensboro, NC. Chris Cargill reports 0366GC.

Chris Cargill reports that the XXX series was issued in the Greenville and Rocky Mount areas, but all of the plates were recalled because they looked too close to KKK. Motorcycle 5H8008 Serial letter normally advances before leftmost number. However, plates in the 4H and 5H series were apparently inadvertently made and issued out of sequence between the 3H and 3J series.
Plate 5H7240 was apparently issued way out of sequence, and the sequence is not clear. In April 2007 series 2W was issued, and in June 2007 series 2Z was issued, but 3D and 3F series had been out for over a year. Otherwise nothing over the mid-3 series. 		Walter Pilley
