It appears that with the high amount of collegiate plates in circulation, the 9 at the beginning is a constant to avoid clashes with other types, the 9BnnS series seems to have been skipped to avoid a clash with county 9B (Boundary). Also the progression seems to be in the format 9lnnS, 9lnlS, 9llnS, 9lllS. Example 9A01S-9A99S, 9A1AS-9A9ZS, 9AA1S-9AA9S-9AAAS-9AAZS, 9AB1S-9ABZS, etc. then 9C11S... 		Nick Gallegos
